The objective of the assignment is to analyse how the “polluter pays” principle (PPP) is applied in Estonia, to assess whether it complies with the requirements of the Water Framework Directive, to identify existing gaps, and to develop and operationalise a national PPP concept for Estonia. As an outcome of the work, a model for the maximum application of the PPP in the water management sector will be proposed. Based on the analysis, a policy development roadmap and communication messages will be developed to support the further development and implementation of the PPP in Estonia.
