Spatial Development and Regional Policy

Research on spatial development and regional policy has been carried out at CASS since 2012, when Veiko Sepp joined the center. The focus of the thematic group has remained on conducting applied research projects—project management, the development of research methodologies, the application of these methodologies, and the preparation of research reports.

In recent years, impact assessments have become an increasingly significant part of the thematic group’s portfolio, covering spatial development (analysis of updates to Estonia's Planning Act) and regional policy (mid-term evaluation of the urban areas measure), as well as broader policy instruments (analysis of the relevance and timeliness of the Sustainable Estonia 21 development plan, ex post evaluation of the 2014–2020 SF programming period; impact assessment of the Entrepreneurship and Innovation Support Programme in the 2014-2020 ERDF Action Plan).

The focus is on conducting applied research and evaluation studies commissioned by central government institutions through public procurement processes.

Other CASS analysts, as well as experts from the University of Tartu and partner organisations, are also involved in conducting the research. Key collaborators for the thematic group have included Tallinn University, Tallinn University of Technology, the law firm Sorainen OÜ, the planning and consulting company Hendrikson DGE, the consulting and training center Geomedia, and Civitta Estonia AS.

Veiko is the Senior Analyst and Thematic Lead of Spatial Development and Regional Policy. She has a Master's from UT on Human Geography, and has long-term experience leading applied social science projects, methods, and reporting.
As a consultant of Geomedia Consulting and Training Centre (2003–2012), and an independent consultant, he has advised the compilation process of more than 10 local and regional development plans, e.g. South-Estonia Development Treaty in 2023–2024. In UT's European College and Skytte institute, Veiko has taught courses on social science research methods, and EU's regional politics.
Veiko is a member of the Council for the Assessment of Service Levels of Municipalities, and evalutation expert of European Commission's DG Regio. He was apart of the committee of experts on Public Administration Reform (2015–2017), and its regional committee of South Estonia (2016–2017).

Jaanus works as an Analyst at CASS. He has University of Tartu PhD in Geography (Regional Planning and Human Geography). He has been an evaluation expert in the European Commission Horizon2020 framework programme, and taught courses at UT on political geography, human geography theory, geopolitics, and turism geography.
As an Analyst, Jaanus has taken part in many studies in the field of governance. He has a lot of experience in qualitative analysis (first and foremost in conducting and analysing in-depth and individual, cognitive, group and focus group interviews), as well as document analysis.
