Analysis of the Estonian Unemployment Insurance Fund's unemployment prevention services "Work and learn"

The Estonian Unemployment Insurance Fund has been offering unemployment-prevention measures under the informal name “Work and Study” since 2017. Since the start of implementation, the use of these services has increased significantly and is expected to continue growing, as in 2023, 29% of the working-age population in Estonia lacked vocational or professional education, which is also associated with the anticipated increase in service use in the future.
The analysis focuses on labour market measures aimed at preventing unemployment. In general, the target group of the services under analysis consists of people aged 16 up to retirement age (with the exception of qualification acquisition support and employer training support, for which no age limit applies). To assess the relevance, effectiveness, impact, and sustainability of preventive measures, it is necessary to analyse how preventive services have been used in the past and to what extent they meet the needs of today’s participants.
