Research partnership for achieving EU 2030 climate goals for ministries II

The framework supports Estonia´s 2030 climate goals by fostering partnerships between ministries and research consortia to support knowledge-based climate policies and the achievement of climate goals. Studies are conducted as mini-competitions.
  • The purpose of the study "Developing the Social Climate Fund Plan: Mapping the Target Groups for the Social Climate Fund and Identifying the Most Effective Measures for Improving Their Situation for the Ministry of Finance" is to identify target groups affected by transport and energy poverty, and to develop alleviation measures.
  • The purpose of the study "Developing Metrics for Just Transition and Green Economy in the Context of Green Transition for the Ministry of Climate" is to develop metrics to monitor just transition and green economy within the green transition.
  • The purpose of the study "Defining Significant Climate Impact for the Ministry of Climate" is to define significant climate impact for use in activity impact assessments and permitting decisions.

The key output of this project are the final reports on the 3 studies: the Social Climate Fund plan, indicators of just transition and green economy, and the definition of significant climate impact.
